Arnold Stromwell
Arnold Stromwell had a difficult past to live up to. As a kid, he was always the one "getting into trouble". He childhood of stealing would eventually lead him into the underground racket. This would eventually grow into a full-time underworld/mob living. In a short time he would become one of the most influencial gangsters in Gotham City. His brother that, Michael, would grow up to be minister. His criminal influence didn't stop at just himself. His nephew, Tony Zucco, was also rising in the rackets. But Zucco would eventually back himself into a corner he couldn't get out of. Countless times Michael would try to save Arnold, but Arnold's past all came crashing down when his son got hooked onto the drugs Stromwell's thugs were pushing. Then and there he stopped and looked at his life. His marriage was crumbling. His son was a drug addict. His empire was crumbling, becuase of Thorne's influence which was quickly taking over Gotham. He decided to turn State's evidence and walked away from his life of crime. With his gangster life behind him, Stromwell lives happily with his wife and child.
Baby Doll
Mary Dahl was born with a disease that made her cease growing at a young age. She took advantage of this mis-fortune by starring a television series called " Baby Doll ". She later left the series to pursue a dramatic career. After that tanked, she wanted to return to the series, but the network axed it. That's when Mary became Baby Doll. Brainiac
Once the main control computer of Krypton, Brainiac deserted the planet when it was destroyed betraying everyone on it who were left for dead. Brainiac now travels collecting information from planets before destroying them. (Episode : Knight Time)
Calendar Girl
When top model Paige Monroe turned 30 she was fired from the modelling industry. She became the Calendar Girl to seek revenge on those who caused her so much grief. Calendar Girl wears a white mask as she thinks her face is too old. (Episode : Mean Seasons)
Clayface the Kid
A boy named Tommy McKee's internal organs got screwed up and he slowly started to become a miniature Clayface. (see Batman: Gotham Adventures #30) Matt Hagen taught him how to control his form and change his internal organs to heal himself back to normal. Tommy wasn't really a bad guy, just a kid who got screwed up.
Clock King
Tempus Fugate is out for revenge and he uses advanced mechanisms to stop the time around him and get what he wants. He can stay one step above the law. (Episode : Time out of Joint, Clock King )
Dr. Emile Dorian
Dr. Emile Dorian is oerhaps on of the most intelligent men in Gotham, perhaps the world. He was a revolutionary in his scientific work and discoveries. He was a prominant Gotham doctor in genetics, until his gruesome studies forced him to leave Gotham, and inhabit a small island that he bought years before. There he was able to perform his experiments without fear that the authories would stumble onto his work. He has had many confrontations with Batman and the Gotham authorities that has led him back to Gotham many times, but always manages to escape back to his small island to continue his gruesome work. Farmer Brown
Enoch Brown. Creates deformed monsters on his farm like big bugs and bulls ! Works with his daughter, Amy Lou who may also have been genetically manufactured. (Episode: Critters)
Gil Mason
Gil Mason was the shining star in the GCPD. He was an up and coming cop who was every commissioner's and reporter's dream. He was good on the eys and did great work doing the job he loved. Or so it seemed. After framing Gordon for bribery, it became obvious that Mason was involved in illegal underground activities, and was even connected to Two-Face! Mason's career came to a violent end during a showdown between himself and Batgirl on a speedboat racing toward's Gotham's Lady Liberty statue. That battle would end up with Mason in a coma and selective amnesia. Once revived he was indited and sent to jail, although the amnesia blocked out the knowledge that he knew Batgirl's identity! To this day, while he sits in lock up, he cannot remember what exactly happened on that speed boat...and it will hopefully stay that way.
Grant Walker
An utter genius, and as crazy as any Arkham inmate. That could best describe Grant Walker. A multi-billionaire, he financed a "new world", just outside Gotham called Oceania, and was close to freezing the globe, so only a select few could live inside Oceania. Before he was stopped by Batman, he bribed Mr. Freeze to make him an immortal in the freeze suit. Mr. Freeze, in order to reclaim his frozen wife, did so. But when Oceania went down, so did Walker. Walker was frozen in a huge chunk of ice, which took him two years to break out of. Those two years made him more insane than before. He's currently holding up in Arkham.
Josiah Wormwood
Man that tried to get Batman's cape and cowl. (Episode: The Cape and Cowl Conspiracy)
Red Claw
Not much is known about this international female terrorist, except when she has a goal, she aims high! Red Claw has tormented the world for years. She's held cities and town hostage, and blackmailed and extorted countless people, including high ranking officials! She attempted to release a plague in Gotham if her outrageous demands weren't meant, but she was foiled by Batman. Then, she threatened to blow up London, England, but once again Batman, with the aid of Alfred, was able to avert that disaster. She's currently locked up, but could escape at anytime. (Episode: Cat and the Claw, Lion and the Unicorn)
The Judge
The Judge, who was actually Two-Face's third personality. see Janus in comics section (Episode: Judgement Day)
Ubu
The ever vigilante and loyal bodyguard of Ra's Al Ghul, Ubu never allows anyone to get too close or precede the glorious steps of his master. Ubu has had to curb his anger toward Batman and be patient with his masters respect and admiration for The Dark Knight. Still he harbors much jealousy towards Batman. (Episode: Demons Head, Avatar)
Klarion
Klarion, the Witchboy has a good knowledge of black magic making him a very dangerous foe. He has turned his parents into mice for his cat (supposedly). Klarion is currently bound to his room by Etrigan the Demon. (Episode : Demon Within). Klarion has appeared in comics with the Demon.
Kyodai Ken
Kyodai Ken is Bruce Wayne's number one enemy. When they were young competing in martial arts together in Japan, Kyodai Ken was the only one who could beat him. Bruce met up with Kyodai after he came back to get revenge because Bruce exposed the fact that Kyodai attempted to rob the dojo. He later appeared again when he kidnapped the daughter of Yoru Sensei, Kairi. During their final confrontation, Ken relized that he could never defeat Bruce Wayne. Instead of admiting defeat, he jumped in a volcano and supposedly died. The most important fact about the departed Ken is that he was able to figure out the identity of Batman simply by fighting with both Bruce Wayne and Batman. Livewire
Leslie Willis, a radio shock jock, became Live Wire after an electrical accident. Capable of turning Superman to atoms, but beaten by Batgirl in Gotham City. (Episode: Girl's Night Out)
Moe, Lar, Cur
The Joker's constant henchmen, resembling the Three Stooges in whiteface. Recently tangled unsuccessfully with Batman and the Creeper. (Episodes: Harley's Holiday, Holiday Knights, Beware the Creeper)

Phantasm
Andrea Beaumont found her father killed by a mob of Gotham Gangsters. To avenge her father she took on the identity of the Phantasm to terminate all of the members of the mob.
Red Claw
Roland Dagget
Roland Dagget is Gotham's Lex Luthor, only creepier and more deviant. Roland Dagget tries to keep the facade as an honest business man, but many know his true persona, as a crooked double dealing man. Dagget is even responsible for creating Clayface, and infecting Catwoman with a near fatal disease. He also unsuccessfully tried to spread a disease for which he only had the antidote for. This would have made Dagget a very rich and powerful man, but his plan was found out and he went bankrupt. He 's now in prison, while his lawyers try and find a lophole that'll free him.
Rupert Thorne
Rupert Thorne controls most of the underworld dealings around Gotham, and has competition in the form of Arnold Stromwell. Rupert Thorne is usually able to avoid be apprehended by the police, but whenever he is caught, he's able to quickly get released, and back to business. Thorne is also looking to permeanatly finish off Batman, to complete his control over Gotham. Thorne has everyone from politicians to policemen on the take. While Thorne does have some "legit" businesses, almost every Gothamite knows about his dirty dealings.
Roxy Rockett
Roxy was one a stunt woman causing but was fired when she pushed her stunts too far to get a better thrill. Roxy gets a thrill out of danger and causes trouble around Gotham stopping at nothing to fulfill her addiction. (Episode : The Ultimate Thrill, Superman Episode : Knight Time)
Sewer King
When Batman was chasing the little green people that where stealing from he citizens of Gotham,m he found that they where nothing but orphans controlled by the evil Sewer King. (Episodes : Underdwellers)
Thomas Blake
Thomas Blake is the leader of a vicious cult who captured Batman and Catwoman. (Episode: Cult of the Cat)
Tony Zucco
Tony Zucco started off as a young man eager to make a name for himself in the racketeering business, as well as with the mob. On the side he would strong arm companies to take up "insurance". One business he hit up was Haley's Circus. He sabotaged some equipment which led to the death of Dick Grayson's parents, a death which both Dick Grayson and Bruce Wayne were witnessed, too. That act of sabotage led the Batman onto Zucco, which increased Zucco's paranoia. After a couple breif run-ins with Batman, Tony Zucco escaped and hid out in an abandoned amusement park on the edge of Gotham. After one of Zucco's thugs made a mistake, that lead Batman and Robin onto him, nine years after he sabotaged the quipment which lead to murder. Tony Zucco was arrested and convicted of double murder. He now resides in prison for life.
Vertigo
A villain who had a special eyepiece that made his victims feel uncontrollable vertigo. Made the fatal mistake of ticking Ra's Al Ghul off. (Episode : Off Balance)

Bane
Bane is now a vegatable. When Batman was investigating the use of 'Slappers' ( a drug which uses Venom ), Bane became a suspect. We find that Bane is now dying after being addicted to Venom, strapped to chair, in an oxygen mask and drugged up to the eye-balls. (Episode : Winning Edge)
Blight
AKA Derek Powers - a powerful business-man who was once the enemy and business partner of Bruce Wayne. Was created when exposed to a virus he was making and only way to cure him was to expose him to extreme radiation killing off his human cells. Presumably killed in 'Ascension'. (Episode : Meltdown, Ascension)
Dr Cuvier
Real Name is Abel Curvier. He's a mad doctor obsessed with turing teenagers into animals. He used his splicing to turn himself into a giant man eating beast. (Episode : Splicers)
Curare
A deadly member of the League of Assasins. When a member of the LOA fails to catch their target they become the target, an incentive making them a very dangerous enemy. Curare was hired to kill Gordons husband but failed after Batman thwarted her plans. (Episode : Touch of Curare)

Golem / Willie Watt
All Willie Watt wanted was the beautiful girl at school. After being bullied too many times, he used a gigantic machine called "The Gotham Golem" to get revenge on all who taunted him and to get his father's respect. (Episode : Golem)
Inque
Inque's origins are unknown but what we do know is that she is a shape-shifting liquid which can take any form. She was hired once by Derek Powers to sabotage Fox Techa. She is presumed dead after being exposed to huge amounts of rain-water which she was not able to have any contact with. (Episode : Blackout, Dissappearing Inque)
The Joker
The Jokerz
A street gang based on their old idle 'The Joker'. A clockwork orange style gang who run riot through Gotham on their motorbikes trying to cause as much mayhem as possible.
J-Man
Leader of the Jokerz. This character looks most like the old Joker. (Episode : Rebirth, Winning Edge)
Ma Mayhem
Ma Mayhem and her sons together make a pretty dangerous group of theives. Still suffering from the loss of her husband Ma will stop at nothing to get what she wants. (Episode : Egg Baby)
Mad Stan
A supporting villain character, He's a nutcase who thinks society is being destroyed because of too much technology, so he wants to "BLOW IT ALL UP!!" He gets mad easily and he's nearily unstoppable. (Episode : Rats, Eyewitness)
Mr. Fixx
Henchman of Derek Powers. Thought to be the killer of Terry's father. He himself is presumably killed in 'Rebirth II'. (Episode : Rebirth, Rebirth II)
Mr Freeze
Victor Fries was being kept alive after all of these years by a female doctor. When Derek Powers was looking for a way to cure his disease Victor Fries was used unknowingly as a guini-pig. When Freeze found this out he killed the doctor and went crazy, resulting in his own apparent death. After all, Freeze never could live without his dear wife, Nora. (Episode : Meltdown)
Patrick, The Ratboy
He's a disfigured young boy who lives in the sewers with his pet rats. (Episode : Rats !)
Payback
Robert Vance
Robert Vance died right before 21st century. He has returned as a spirit in computers and he has the ability to take over anthing electronic, including Batmans suit. (Episode : Lost Soul)
Royal Flush Gang
They're a family that dresses up as playing cards. Father is King. Mother is Queen. Son is Jack. Daughter is Ten. Ace is their bodyguard. Terry once had a relationship with Ten before he knew she was part of the Royal Flush Gang. (Episode : Dead Mans Hand, Once Burned)
Shriek
Real Name is Walter Shreeve. He went totally deaf in an incounter with Batman and now he wants revenge. He can only hear when he wears a special suit. He wears a freaky costume which creates sonic-booms able to destroy anything in their path. (Episode : Shriek, Babel)
Spellbinder
Real Name is Ira Billings. Once a school listener at Hamilton High before being exposed by Batman. He has the ability to control peoples minds, causing apparitions aimed at doing his dirty work. (Episodes : Spellbound, Eyewitness)
The Stalker
A crazed hunter who has tried to hunt down a most prized target, Batman. (Episode : Bloodsport)
Terrific Trio
Freon, Magma and 2D Man - a ridiculous trio of super-heroes thankfully now deceased. Similar to the Fantastic Four these three clowns operated from a base known as 'Trio Tower'. Probably the lamest villains seen yet in Batman Beyond (Episode : Heroes)
Terminal
Real name is Carter Wilson. He's the leader of another Jokerz gang not controlled by J-Man. Carter used to be a student at Hamiliton High. (Episode : Hidden Agenda)
