Real Name is Arnold Etchison. A human serial killer obsessed with wiping out and consuming his own family. Killed by Jean Paul Valley during Knightquest. Has returned as a ghost in a Batman Annual.
Actuary
Odds genius whose skills were utilized by the Penguin to pull off a robbery without interference from Batman. Failed. Miserably.
Alfred Stryker
The very first Batman villian EVER in the old DC 30's comic strip, was an acid kingpin.
The Allergist
Real Name is Maxwell Veezey. He has bad allergies and he wants to destroy all plant life. He's an enemy to Poison Ivy. He was caught by Lock-Up and thrown into Blackgate Prison.
Amygdala
Aaron Helzinger
Basically a big dumb guy but very strong and dangerous. Currently, Amygdala lives in the same apartment complex as Dick Grayson in Bludhaven. Amygdala is now gone straight, due to an implant that balances his imbalances.
Anarky
Lonnie Machin, Apparently a tall man in a red hat and cape, Anarky is actually a young boy with genius intellect. He's a socialist. He once had the identity of The Money Spider, where he siphoned upwards of ten million dollars from US companies and sent them to third world countries, all through the internet. Anarky probably should go in the Heroes category while Batman does respect his motives, just not his methods. Although his solo series did indicate that he is the illegitimate son of the Joker, current rule of thumb is that this cannot actually be true, since Anarky is far too old to have been sired by the Joker...who has only been around for approximately ten years, just as Batman himself has been.
The Answer
Real name is Mike Patten. His costume is made out of newspapers. Patten watched his family die in the monsterous earthquake during No Man's Land and he became convinced that the world was about to be destroyed. He wanted the world to take notice, so he turned to crime to continue his research.
Ape and the Ogre
Athena
Batman: Family includes tons of new villians all part of one syndicate ran by the villianess Athena. Her real name is Celia Kazantkakis, and she currently is running Wayne Corp in 2002.
Atom Master
The Atom Master is a bespectacled scientist in a brown jumpsuit, who wears a blue helmet that can turn his thoughts into reality. He faced Superman, Batman and Robin in his first appearance, and was later a member of the Forgotten Villains who fought Superman and the Forgotten Heroes.
The Baffler
Real Name : Titus Czonka. A small time hood who broke out of Blackgate with The Cluemaster and the Electrocutioner early in Robin's solo series. Wanting to fit in with his group, he took the name the Baffler and actually wound up getting the group caught by sending a clue to the police. On his own, Baffler nearly succeeded in killing Robin and the Spoiler.
Bag O'Bones
Gained electric powers and transparent skin during a robbery. Batman #195 Sept. 1967.

Bane
Antonio Diego was born on the island of Santa Prisca, in a jail called Pena Duro. He was imprisoned for his fathers crimes. He fist killed at age 8. He spent more than a decade in solitary confinment as a punishment. After coming out of solitary he met up with Bird who taught him to read. He then killed a criminal called The Mick, wich led to him being chosen for the experiment using Venom and his escape.
An extremely powerful man who once broke Batman's back. Bane gets his power from the steroid VENOM which is pumped directly into his brain through pipes. Bane is also responsible for the death of Film Freak ( Knightfall ). Since "Knightfall", Bane no longer uses Venom. Last time he appeared, Bane had taken up the role of Ubu, Ras' al Ghul's servant. He's also usurped Batman's role as heir apparent to al Ghul's empire.
Bane is doubly dangerous due to his high intellect and ability to form complex plots and traps.
Bane was theorized as Tobe, Batman's brother in Gotham Knights recently.
Benedict Asp
Benedict Asp was Shondra Kinsolving's brother who kidnapped her and Jack Drake during the Knights trilogy. He and Shondra could heal people with their minds. He was killed when the psychic link between him and his sister Shondra Kinsolving was broken, causing a psychic backlash that left him brain dead. His body was then washed overboard as the yacht they were on was caught in a violent storm.
Billy
Billy is the predecessor of Lynx, who was King Snake's second in command. He was killed by King Snake.
Bird
An important former employee of Bane that broke out with him from Pena Duro and had a bird fetish.
Helped iN KNIGHTFALL. Taken down by Robin (Tim Drake).
The Bird Master
A criminal who controlled birds. From Detective #348 Feb 1966.
Blackbeard
Fought Batman in BATMAN #4; his real name was Edward Thatch, and he was just a normal hood who liked dressing himself and his men like pirates to rob.
Black Diamond
Black Mask
Roman Sionis , Sionis is the only Batman villain to have it in for Bruce Wayne instead of Batman. Sionis' parents were friends with Thomas and Martha Wayne. Head of a huge mask-wearing gang. Members can be easily spotted !!
During No Man's Land, Roman Sionis lost what little sanity he had left. Removing his mask, he claimed that his face and the faces of his followers were the true faces of No Man's Land. Everyone else was wearing a "mask" and doomed to deny the current state of Gotham City. He led a cult of fanatical followers until he was taken down by the Batman and sent to Blackgate Prison. He was killed by the Tallyman within the walls of Blackgate soon after.
The Black Rogue
Real Name : Felix Dunn, who had a mental fixation on the knights of old and patterned his crimes on them.
Black Spider
Real Name : Eric Needham. He was a former drug addict who accidentally shot and killed his own father during a robbery, which traumatized him enough to kick his habit. He then spent the rest of his days hunting down drug dealers and killing them. He finally perished when a bomb he'd intended for a drug dealer went off prematurely.

Blockbuster
Mark Desmond was the first Blockbuster, the retarded one, and in addition to his battles with Batman has also fought the Justice League and Wonder Woman. He was once a member of the Secret Society of Super-Villains, and died in a mission with the Suicide Squad.
The Roland Desmond Blockbuster is Mark's older brother, who got the powers by taking an overdose of steroids. His power was enhanced by Neron some time later. Roland has fought Starman Will Payton as well as Batman and Nightwing.
The Blue Bowman
A second identity taken up by Phil Cobb, the Signalman. Archer costume with bow and arrow weapons. Inspired by Green Arrow foe Bullseye.
Bonecrusher
Boss Zucco
Boss Zucco's real name is Tony Zucco. He was the ganglord who was responsible for the murder of Dick Grayson's parents, when the owner of the Haly Circus refused to pay him protection money. He ordered his goons to pour acid on the trapeze ropes used by the Flying Graysons, so that they would fall apart in the midst of the act...plunging the Graysons to their doom.
Bouncer
The Bouncer is a criminal whose costume is made of a special alloy that allows him to bounce with great impact and speed. He uses this to become a human wrecking ball, so that he can trash a place while his henchmen loot it. He was last seen being manipulated by the Monarch of Menace.
Brimstone
Brimstone was a cunning ganglord with a fixation for all things demonic. His crimes were all planned around things associated with the Devil. When he failed to destroy the Earth-2 Batman, he transferred his mind into the body of his honest Earth-1 counterpart so that he could have a go at the Earth-1 Batman.
Bronze Tiger
Real Name : Ben Turner, and he was formerly the close confidant of Richard Dragon, Kung Fu Fighter. He really belongs more with the heroes, despite having once been brainwashed by the League of Assassins into killing Batwoman Kathy Kane. He was most recently a member of the Suicide Squad.
Brother Blood
Brother Blood almost killed Nightwing and the rest of the Teen Titans. He almost killed Jason Todd as well, but we all know Joker had the "joy" of that job.
Brutale
Guillermo Barrera was a top-level interrogator/torturer for the secret police in the Latin American country Hasaragua until a revolution forced him to flee. He began a new career as a mercenary/assassin and eventually began working for Blockbuster in Bludhaven, battling against Nightwing on several occasions. Brutale is an expert with all forms of knives and blades, being able to both fight superbly and inflict horrible pain on his victims.
Calculator
The Calculator is a criminal genius whose costume has two unique features. One is a giant calculator that can instantly solve any mathematical equation, including the odds of a given hero's actions in certain situations. The other is a bizarre type of energy-beam that Calculator can cause to become any weapon he desires, much like Green Lantern's power ring can. His ultimate goal was to pit himself against every super-hero on the planet, so that his computer could have all their strengths and weaknesses in it and thus ensure he could never be beaten again. But Batman found a way to outwit him a second time, by doing the unexpected. Calculator has also faced the Atom, Black Canary, Elongated Man, Green Arrow, Hawkman, the second Air Wave, and Blue Beetle.
Calendar Man
Real Name : Julian Day. Calendar Man's usual modus operandi is to commit crimes based on events one would mark on a calendar. For instance, his first crime spree revolved around the seasons of the year, while his second focused on days of the week and his third was devoted to holidays. He has also been a member of both the Misfits and the Time Foes, and tends to wear a different costume (with differing weapons and gimmicks) for each crime.
Cap'n Fear
Cap'n Fear is a pirate who wears a skull mask with an eyepatch. Fear's last appearance was in the Blackgate one-shot (01/97) (note. this is not the Isle of Men Cataclysm tie-in), where he was involved in providing the getaway for Blackgate escapees.
Captain Boomerang
George Harkness. An Australian with a boomerang fetish. Though he appears rather ridiculous, his boomerangs are actually quite deadly. He is primarily a Flash villain, who has occasionally done battle with Batman and/or members of the Batman family. He has been a member of both the Suicide Squad and the Secret Society of Super-Villains. Recently joined The Riddler in seeking to destroy both Robin and The Flash.
Captain Stingaree
Capt. Stingaree's real name is Karl Courtney. He was one of four brothers, and once mistakenly believed that his three elder siblings were sharing the identity of Batman. The real Batman, of course, proved him wrong. He also served as a member of the Secret Society of Super-Villains, and although it looked at one point as if he had been killed by Mr. Freeze, it was later shown that he survived.

Cat-Man
Thomas Blake. At one point he developed a crush on Batwoman and tried to make her his Catwoman queen, but this ploy failed. Blake has also done battle with the Freedom Fighters. He was a woman killer. He killed bag ladies, and almost killed the 50 ladies competing for Miss Gotham. (see Legends of the Dark Knight #49)
Catwoman
Selina Kyle, Lives in Gotham. Helped out in recent Quake but can be a villain at times.
Cavalier I
Hudson Pyle, stuntman extraordinaire, became a protector of Gotham City until a crime boss forced him to steal to protect the reputation of the woman The Cavalier loved. Hunted by Batman and the police, Pyle walked into a row of police with an unloaded gun, and they shot him dead.
Cavalier II
Mortimer Drake, the second Cavalier, turned to crime when it developed that his personal fortune was not enough to allow him to add to his many collections the way he wanted to. He later turned to crime for monetary gain as well. In addition to his swashbuckling guise, he also uses pheromones to enhance his attractiveness to women, to the point where he can enslave them. Has often partnered himself with Killer Moth, and once fought Wonder Woman.
Chancer
Chancer is a bandit with extremely good luck who got himself allied with the Misfits, at which point he ran into Batman and his luck ran out.
Charaxes (Killer Moth)
His real name is Drury Walker. Vicious villain who used an invisible wire to glide around like a moth. He played a big importance in Batgirl's ( Barbara Gordon ) origin. Killer Moth recently turned into a big bug - Charaxes.
The Cheat
A con artist who ran into a young man with psychic powers and used him to commit some spectacular crimes, including framing Bruce Wayne for child abuse.
Clayfaces
There have now been 6 different Clayfaces :-
Clayface I - Basil Karlo
A cold blooded murderer who was also an actor. Karlo injected himself with blood samples from the other Clayfaces, changing himself into the Ultimate Clayface, a monsterous creature who ended up deep in the earth beneath Gotham but recently returned in Cataclysm.
Clayface II- Matt Hagen
Turned himself into Clayface by overdosing himself with an exotic oil. Deceased.
Clayface III
After injecting himself with Hagens blood, Preston Payne became the next clayface. Wears a special suit to keep his clay under control.
Clayface IV
Sondra Fuller can mimic the abilities of whatever form she takes. Sondra Fuller got her powers from the terrorist Kobra, and worked for a while as part of his Strikeforce Kobra team against the Outsiders before marrying Preston Payne.
Clayface V
Clayface III and IV met and hid from society in a cave where they had a child and named it Cassius the fifth Clayface.
Clayface VI
When a skin sample from cassius got out of control it bonded with a Dr. Malley turning him into Claything ( Batman #550, Chasing Clay ).

Cluemaster
Arthur Brown. Cluemaster's original gimmick was that he left bizarre clues to his pending crimes for Batman to solve. He has since abandoned this gimmick. He is not only the father of the Spoiler, he was also once a member of the Gangland Guardians, and also of the Injustice League. Is believed to have been killed recently while on a mission with the Suicide Squad.
Copperhead
Copperhead is a villain with a snake fixation. His original costume was coated with a special oil that allowed him to slither through any opening, and the headdress had fangs coated with toxic snake venom. He was defeated by Batman, Wonder Woman and Batgirl. He then went on to join the Secret Society of Super-Villains, and later fought the Hawk and Dove and Superboy, and Damage. His powers were beefed up by Neron, so that now his very touch is toxic. He was last seen as a member of the Suicide Squad in battle with Cameron Chase.
Cornelius Stirk
Has the ability to make others hallucinate. He is also a cannibal, and a helluva good pitcher. A very nasty piece of work.
Corrosive Man
Real name : Deke Mitchel, an unlucky fellow was involved in an explosion at a chemical plant which he survived. His body is pure chemical and he is a walking skeleton which can burn through anything making him very dangerous.

Crazy Quilt
Crazy Quilt went blind, but doctors fixed his eyesight. He can only see bright colors. Crazy Quilt's motives are to cure his blindness and get rich, not necessarily in that order. Prior to facing Batman, he did battle with Robin and, before that, the Boy Commandoes.
Crimesmith
There are two villains by this name. The first one, who appeared in WORLD'S FINEST COMICS #68, was Randolph Garrow, a master inventor whose cunning devices were used for crime. Another one came along in BATMAN #'s 443-44.
Creeper
His true identity is newsman Jack Ryder. The Creeper has yellow skin, green hair, and wears a red boa as a sort of mad cape. The Creeper in the books has a transformation device that changes him. His origin was drastically altered for the animated series. The Creeper can be a little mad so he either be a help to Batman or a menace.
Crime Doctor
The Crime Doctor, Bradford Thorne, is a twisted individual who considers himself a doctor first and foremost, but is fascinated by crime. He will often stop a crime in progress to treat someone medically. He was once poisoned by Sterling Silversmith, but survived; he was last seen being forced by Two-Face to turn actor Paul Sloane into a Two-Face doppelganger again. Brad Thorne and his predecessor, Matt Thorne, have used the name Crime Doctor. Neither one ever used the name Crime Surgeon to my knowledge.
C'th the Demon
Appeared after his burial place was disturbed by archaeologists. Murdered people until Batman discovered that C'th's power was a staff he used. When the staff went over a cliff, C'th followed and was apparently destroyed. Responsible for a vision that made Batman realize that The Joker was still alive after killing Jason Todd, who was the second Robin.
Cybercat
A skilled assassin hired by Talia to steal a prized artifact from the Gotham Museum before Catwoman got to it first. Talia wanted it for her father, Ra's al Ghul, so he could use it to power a superlaser that could destroy an entire city. Catwoman was initially hired, but when Ra's al Ghul saw she only wanted it for herself, he secretly hired Cyber Cat to kill Catwoman and take the artifact.
Cypher
Real name is Avery Twombey. He has the ability to make people do his bidding by hypnotizing them with his voice. He escaped with Cluemaster and the Baffler during Robin's solo series. He tried double-crossing them, but Cluemaster put cotton in his ears to prevent him from hearing Cypher's voice. Cluemaster then shot him dead.
Czonk
Real name: Titus Samuel Czonka. Czonk has teamed up with Cluemaster and the Electrocutioner. His two aliases are the Baffler and Headbanger.
Dagger (I)
Appeared in the Golden Age, Ned Brann, a gangster with a knife fetish.
David Cain
David Cain is a hired hitman who will kill anyone for money. Batman first encountered Cain as Bruce Wayne. Wayne trained under Cain's tutelage on many forms of martial arts. Cain believes so much in physical movement, that he has developed his own language, which can only be expressed in a fight. He taught this language to his only daughter, Cassandra (another Batgirl during the No Man's Land). Because of his belief, he left Cassandra totally unable to verbally communicate. During the N.M.L., Cain is hired by Two Face to kill Jim Gordon, because of a love affair that Two Face believes he is having with police detective Renee Montoya. After Cassandra burns Cain's payment from Two Face, Cain gives up on his mission, and returns to solitude, in his own hidden sanctuary.
Dagger (II)
The second, more recent one, is David Rennington, who sought revenge against business partners who wronged him. Was last seen helping Ra's Al Ghul in an anti-Batman vendetta.
Deadshot
Floyd Lawton, a crack marksman who originally tried to take Batman's place as Gotham's protector until Batman learned it was all a ruse to let him pull off a big robbery. After serving a long prison stretch, he escaped and sought revenge against Batman, only to fail. He has since spent time as an assassin for hire, and as a member of the Suicide Squad. He now belongs to a group called the Killer Elite.
Death-Man
Villain who wore a skeleton costume and appeared to die and come back to life. From Batman #180 May 1966.
Deathstroke the Terminator
Slade Wilson is one of the best mercenaries in the world. He and Nightwing have a long history together, as once Deathstroke had been a part of the New Titans alongside Nightwing. There seems to be a lot of animosity between the two, as Dick abhors Deathstroke's motives and Deathstroke sees Dick as a nuisance. Wilson was the father of Jericho, another Titan, now deceased.
Demon Etrigan
Jason Blood was Mirlin's demon back in the mid-evil period. Due to this, Jason is now immortal. He maintains his human appearance, but if he ever needs to, he can chant a magic phrase and will become The Demon Etrigan. Not always a villain.
Double Dare Sisters
Margot and Aliki Marceau are redheaded sisters, famous for their amazing acrobatic abilities. They have spent most of their young lives touring the US as trapeze artists with the Cirque Sensationel, but out of sheer greed also work together as costumed thieves. Unfortunately for the two girls they made an enemy of the criminal mastermind Blockbuster when the circus visited Bludhaven and also attracted the attention of Nightwing. After realising they were in serious danger from the mob and outclassed by Nightwing, the two girls fled the city.
Dozer
A former Green Beret, the powerful Dozer is an adept and quick fighter. During No Man's Land, Dozer was the Penguin's premiere pit-fighter until he was defeated by the Batman.

Dr. Cassandra
Full real name was Dr. Cassandra Spellcraft
Dr. Daka
From the 1943 movie serial. Japanese leader of an Axis spy ring who turned American industrials into zombies to do his bidding, including stealing radium that would power a devastating weapon to be used on the United States.
Dr. Death
Dr. Death is really Dr. Karl Hellfern. In his 1940's appearances he used his mastery of chemicals to wreak havoc on society and died when his lab caught fire. A more modern version appeared many years later, trying to blackmail Gotham City by exposing it to a lethal disease, but Batman foiled him, and Hellfern fell victim to his own germ.
Dr. Destiny
John Dee. Used a ruby dreamstone (created by Vertigo character, The Sandman) to alter reality to his whims. He called it the matteroptikon. The gem was destroyed in 1990. Speculating, he's apparently spent so much time with the gem that he's maintained some of it's power, as he recently appeared in JLA: Midsummer's Nightmare.
Dr. Double X
Dr. Simon Ecks, aka Dr. Double X, is a criminal scientist who found a way to create energy-duplicates of people that have superhuman powers and which he can control. He made a double of himself, which now helps him rob. Dr. Double X has also fought Superman and the Flash.
Dr. Excess
Developed dangerous drugs and attempted to kill Tim Drake Robin along with Freeway.
Dr. Faustus
Dr. Hugo Strange
The first appearance was in DETECTIVE COMICS #36. In a later 1970's story, he learned that Bruce Wayne was Batman and tried to auction this information off, but was apparently killed by Boss Rupert Thorne. Instead, we later learned that he faked his death. Batman later tricked him into thinking he'd been mistaken about Bruce Wayne being Batman.
Dr. Phosphorus
Dr. Phosphorus is really Dr. Alexander Sartorius. He was an investor with a shady real estate firm owned by Rupert Thorne, who was checking out a construction site one night when Thorne's men bombed it for insurance scam. The explosion transformed his body into pure phosphorus, which can burn anything it touches, and in a crazed fury he sought revenge on all Gotham. He has since also appeared in Opal City fighting Starman.
Dr. Tzin Tzin
Dr. Tzin-Tzin was originally an Oriental ganglord trying to take over Gotham's Chinatown district. When Batman foiled that plot, Tzin-Tzin turned to mysticism, and became a master of hypnosis and illusion. He has also fought Supergirl and the Peacemaker.
Dynamiteer
Dale Biggler - He knows a thing or two about dynamite. He wears a black mask which has a zipper over his mouth.
Echo
Isabella Cheranova, The sole survivor of the experimental Russian Turing process, Isabella Cheranova was outfitted with an implant in the right side of her head that enables her to intercept neural frequencies. During No Man's Land, Echo briefly sided with Two-Face and read the Batman's mind, learning all of the Dark Knight's secrets in the process.
The Electrocutioner
The first Electrocutioner was a vigilante who was out to kill criminals who escaped justice. After Batman stopped him from using Gotham as a hunting ground, he moved to New York and fought the Vigilante Adrian Chase several times. He finally died during a battle with Chase, and the name was then taken by a hit man working for the mob. This second Electrocutioner was captured by Batman and is now in jail. More recently, the first Electrocutioner's brother has taken on the name, becoming the third Electrocutioner. Though at first he wanted to be a vigilante like his brother, he was soon enticed into a life of crime by the Cluemaster.
Faceless
Real name is Joseph Zedno. He was a disgruntled postman who got tired of his job, so he went on a killing spree. He cut off his victims faces and wore them as his own.
Falcone Family
Carmine "The Roman" Falcone - The Roman was the last great crime boss. During the last year of The Roman's life, a serial killer called Holiday began murdering members of The Roman's crime family. The Roman believed the killer to be his son, Alberto, which turned out to be correct. After Alberto was caught and all the major members of The Roman's family were dead, The Roman himself was murdered by Harvey Dent, who had become the villainous Two-Face.
Sofia Falcone Gigante - the daughter of Carmine "The Roman" Falcone. She took over the crime family business after her father's untimely death at the hands of Harvey Dent.
Sal "The Boss" Maroni - the Falcones' archrival in organized crime in Gotham City. He was responsible for the disfigurement of Harvey Dent's face and, subsequently, the birth of Two Face. He was killed though by Alberto "Holiday" Falcone on Labor Day. Umberto and Pino Maroni were the sons of Sal Maroni. They were the last survivors in the Maroni family and later partnered with Sofia Gigante to head what was left of organized crime in Gotham City.
Falseface
A criminal master of disguise. First appeared in the comics in BATMAN #113.
Ferak
A female plant creature who appeared during No Man's Land.
Filmfreak
Real Name is Burt Weston. Only talks using famous film lines. Killed by Bane during Knightfall.
Firebug
Joseph Rigger. This character is a knock off of Firefly. He was apparently killed in 1995 when he accidentally set fire to a few cans of very explosive liquid. Since then it has immerged that the Firebug may not really be dead, since he was later seen facing Hero Hotline. Firefly
Garfield Lynns was a pyromaniac who likes to watch his fires burn because he thinks he hears music in the flames. A real psychopath. Firefly was nearly burned alive when working for Nicholas Scratch during 'Road to No-Mans Land'. He now has severe burns and scars all over his body.
Originally, Firefly Garfield Lynns was a criminal genius who had all sorts of light-based weapons to help him rob. In that guise, he not only fought Batman, but also the Creeper and the Outsiders at various times. It is only in recent years that he has switched to being an arsonist.
Floronic Man
Dr. Jason Woodrue. Not really a Batman villain, but has tangled with Batman, has been in Arkham, and is responsible for Poison Ivy's condition.
Freeway
A member of Athena's gang, Freeway is a young Vietnamese boy named The Technician that services Gotham's criminal elite with nice little toys.

Gabriel Rosetti
The leader of the Rosetti Crime Family, his father Caeser Rosetti killed Huntress' family.
Galvanizer
A killer who was sent to the chair, yet somehow survived. Galvanizer swore renvege on those who he claims had laughed as the switch was pulled, including police commisioner James Gordon. Galvanizer had somehow gained control over electricity and was being hunted down by another electricity-based villian, The Electrocutioner.
Gearhead
AKA Nathan Finch. He was created by Batman when he dropped him into frozen glaciers. When his arms and legs where both amputated he had them replaced with robotic ones. Very strong and nearly unbeatable. Appearances in Detective 1997 and 1998.
Gentleman Ghost
James Craddock, Started as a Hawkman villain but ended up in Batman instead. Also a Flash villian.
Gunhawk & Gunbunny
Gunhawk and Gunbunny (now known as Pistolero) are assassins for hire. Pistolero is also one of the Ravens that have fought the Birds of Prey. Harley Quinn
Harleen Quinzel was a student at Gotham State University, she always had a burning desire to become a psychiatrist. She got a 'D' in her psychology class, but she had thoughts on how to change it. She didn't want to do it by studying, so Harleen seduced her professor. Changing her grade to an 'A+,' Harleen was sent to Arkham Asylum, where she became a doctor. She was guided by the kind Doctor Joan Leland, who helped Harleen and taught her about even thing she would need to know about Arkham: the doctors and the inmates. There was one that fascinated Harleen: the Joker. She never approached him until one day when she found a rose on her desk address to her: it was from the Joker. She tried to get Doctor Leland to get her a checkup with the Joker, and it took nearly three months of pleading. Dr. Leland finally gave in to Harleen's pleadings and she set up a session. She adored the Joker and felt that he was just a tortured soul, not trying to hurt anyone. The next week, Joker escaped from Arkham and Harleen was worried sick. Later, Joker was brought back beaten - nearly killed by Batman. At this moment, Harleen's mind snapped. She raced out of the asylum and broke into a nearby costume shop. She stole a old harlequin costume and ran back to Arkham, dressed as a clown. She had now chosen an alias - Harley Quinn. She is Joker's henchgirl and serves Joker in every way possible.

Former female assistant to Maxie Zeus. Developed alternate personality of The Harpy to murder Zeus' enemies while he was locked up in Arkham.
Harvey Dent / Two-Face / Janus
Once District Attorney and friend of Bruce Wayne, Harvey was attacked with acid which scarred half of his head. He now leads a split personality and is very unpredictable. He used the a coin to decide what to do. 'They' occasionally use a third personality, one obsessed with justice, called Janus. In the animated series Janus is called the Judge.
Headbanger
Real name: Titus Samuel Czonka. Appeared in Robin's solo series.
Headhunter
Holiday
The first Holiday killer, who murdered gangsters in The Roman and Maroni crime families, was Gilda Dent, wife to Harvey. After she stopped killing, Harvey took up the call which led to his alternate personality as Two-Face.
The other Holiday, the one convicted of the murders, was Alberto Falcone. He was sentenced to death, but was retried and sent to Arkham Asylum, declared legally insane.
Jeremy Wormwood
BTAS epsiode 'Cape and Cowl Conspiracy' was based on the comic that this guy appeared in. He was a hired hit man who was sent to try and grab Batman's cowl.
Joe Chill
Original killer of Bruce Wanye's parents, in the early days he was killed by crooks when he said that he was responsible for the creation of Batman. He was a hitman in Year 2 and killed off by the Repear as Bruce Wayne held a gun to his head. In Zero Hour it was discovered that Joe Chill did not kill Thomas and Martha Wayne. Chill was at home the night they were shot.
Joe Coyne
The Joker
A failed comedian got mixed up in a robbery which lead him to a chemical factory where he tried to escape by diving through a vat of chemicals. He survived but the chemicals turned his hair green and bleached his face white. The muscles in his face appear to have been given an almost elasticity, so the idea is that whatever expression he has is disturbingly exaggerated. He believes it was Batman's fault and devotes his life to crime. He spends most of his time locked up in Arkham Asylum. This is only an origin according to the Joker so it may not be 100 percent true !!
Julie Caesar
Thinks he's Julius Caesar - sort of a lesser Maxie Zeus- type, appeared in Robin and recently in the two part Creeper story where the Creeper goes to Arkham.
KG Beast
Anatoli Knyazev, Soviet cyborg super-soldier. Once tried to nuke Gotham. Robin single-handedly took him out. KG Beast is currently working with Lock Up running Blackgate prison for Batman. Beast is also missing one of his hands.
Killer Croc
Waylon Jones' skin became green and scales for as the result of a rare hereditary disorder. He will kill in an instant and does not like being called "freak". Tragic character. Once accepted by a group of homeless people, he risked his life to help Batman save them during a sewer flooding. Apparently his condition is slowly making him more and more crocodile-like, hence the red eyes, the sharp teeth and claws, and the tough hide. For a time, Croc was accepted into the Green and vouched for by Swamp Thing, Earth's plant elemental. Croc was last seen leaping into the harbor during the evacuation of Gotham.
King of Cats
Karl Kyle, Selina Kyle's brother. Karl tried to kill Batman and Robin (Dick Grayson).
King of Condiments
He is not really a villain, but he turned to a life of crime due to an experiment of the Joker. The only other known "guinea pig" was The Packrat. The King of Condiments fought people with ketchup and mustard guns.
King Snake
Sir Edmund Dorrance, a blind martial artist who headed up the Ghost Dragons and ran Gotham's Chinatown for a time. Vowed revenge on Robin who, in Dorrance's skewed memory, taunted him after Dorrance fell and broke his back (in actuality, it was Lady Shiva. Dorrance would rather have lost to a boy than to a woman)
Kite-Man
Kite Man is really Charles Brown, which explains his kite fixation. Although he hasn't been seen lately, he probably does still exist in continuity. Was last seen in the pages of YOUNG JUSTICE, as a member of the Zandian Olympics team.
Lady Shiva
Recently appeared in the Brotherhood of the Fist arc. She is a martial arts expert. She has helped Batman regain his strength after Knightfall and Robin on his world tour but she can still be very dangerous. Shiva Woosan once took the identity of the Silver Monkey to take down King Snake.
Lady Vic
An English mercenary who has it in for Nightwing after the former Boy Wonder foiled one of her jobs. Recently, Vic posed as a woman named Diane, helping Selina Kyle in her campaign for office in New York. She's supposedly going to put in an appearance in Titans and she has met Bruce Wayne.
Lew Moxen
Hired Joe Chill to kill Bruce Wayne's parents.
Lex Luthor
From the Superman comics, has appeared in many cross-overs.
Lock-Up
Lyle Bolton , Lockup has appeared in Detective Comics but appeared in BTAS first. Lyle Bolton was a bit too rough when he had the job of a prison officer in Arkham so he got fired. He costumed himself and now thinks that he is above the law. He takes criminals or just anyone that gets in his way and locks them up in his own dungeon. Bolton now runs Blackgate prison under orders of Batman.
Lowther
Appeared in Legends of the Dark Knight #54, a sort of variation on Dagger.
Lynx
Leader of the Ghost Dragons and former right hand woman of King Snake.
Mad Hatter
Jervis Tetch , Obsessed with the book "Alice in Wonderland", Jervis Tetch manufactures electronic devices which are placed in Hat's and can be used to control peoples minds. Jervis is a big fan of all kinds of hats and money and will stop at nothing to get either. Uses a chimpanzee dressed in a vest for a henchman.
There is a second version of Mad Hatter, thinner man with a moustache that commits crimes based on types of hats.
The Magician
The Magician is not one person, but a group of CIA agents basing their crimes on the legendary Magician that commited crimes in Romania using magic to do his dirty needs. Three of the agents were killed and one sent to prison where he soon was killed by his agency to keep him from telling the police about their secrets.
Magpie
Margaret Pye, Enjoys jewelry, to an insane level. Played an integral role in Batman and Superman's first meeting.
Man-Bat
Kirk Langstrom, An innocent scientist who injected himself with chemicals that turned him into a huge bat creature. A jeckel and hyde type character.
Manhunter
Manhunter was a robot. There were many of them. During the Millenium project back in 88, Batman's Manhunter was Commissioner Gordon. Batman was supposed to break Floronic Man out of Arkham Asylum at that time but Manhunter was trying to kill Floronic Man.

Meckros
He was a hired assassin during Knightquest who was paid to kill Batman. He wears heavy silver armor and is armed to the teeth with weapons including gernades, knives, and machine guns. He was a test subject in brainwashing, but he ended up being a trained killer. He had a perfect shot of Batman with his sniper rifle, but Batman ducked and he actually ended up killing his own employer.
Metalhead
Gave Batman one helluva fight in Knightfall.
Mime
Her real name is Camille Cameo, an ex-dancer who hates sound. She somehow managed to beat the crap out of Batman.
Mirage
Real name Kerry Astin. Uses a combination of hypnosis and gagetry to create realistic illusions, so that he can distract his foes while robbing. Has also fought Manhunter Mark Shaw.
Monarch of Menace
Early in Batman's career, a criminal he failed to catch.
Monsoon
A huge big guy who's lower jaw is made of steel. When someone tells him to do something, he usually replies with, "Right Right."
Mouse Mr Freeze
Dr. Victor Fries has devoted his life to finding a way to cure his wife Nora from a disease. Her body is cryogenically frozen in a tank. After a terrible accident Dr. Fries can only live if his body is kept at 0°C. He lives in a suite which can provide his needs. Has a vendetta against Batman since the ice containing Nora Fries, his wife, shattered during one of their original battles. Fries traded his soul to Neron during Underworld Unleashed, in exchange for more power.
Mr. Whisper
Real Name is Manfred Wicker. He was Bruce Wayne's private school teacher as a child. He murdered several children and was killed, but somehow lived. He is one of few enemies who know Batman's real identity.

Victor Zsasz, Has a scar for every persons throat that he has cut.
Juan and Delores Muerto
Deceased but they are still very dangerous. Juan lived from 1840 to 1969. Delores lived from 1843 to 1969. They lived that long but only with the help of their special flower garden that made them immortal. Batman later lit the flower garden on fire, little did he know that he just killed two people.
Narcosis
This villain has the power to take energy away from his subjects, paralysing them by touching them. He believes he is taking away their sins.
Nicholas Scratch
Real name is Nicholas Scratch. An incredibly intelligent villain who believes he was was transformed into a superior being after being struck by a particle of light from the outer reaches of the galaxy. Whether this is true or not is debatable but Scratch quickly became one of the most famous rock stars in the world. He seemed to have gained a dominating personality. It was Scratch who encouraged the powers that be to cut Gotham off from the rest of the USA and make it a No Man's Land. Scratch has been a foe of Azrael for some time, usually manipulating his friends against him (including Batman).
Night Slayer
Anton Knight is both the partner, former lover, and adoptive brother of Nocturna. He became the Night Thief to keep them in the affluent lifestyle they were accustomed to, but then killed a rival for his sister's affections. This caused her to turn against him, and now he's insane and will kill anyone he has to in order to win her back.
NKV Demon
Real name Gregor Dosynski. Was a protege of the KGBeast in Russia and followed in his footsteps as an assassin for hire later. Was last seen in the ROBIN series aiding the General.
Nocturna
Natalia Knight, possibly deceased - pulled from Animated series. Episode planned but axed.
Orca
Orca first appeared in batman 579 and her secret identity is grace balin, and she is believed to have died in batman #581
Outsider
This villain was actually Alfred Pennyworth. When Batman and Robin were about to be caught in an avalanche, Alfred bravely knocked them aside but was crushed in their stead, falling into a near-death coma. He was restored to life by scientist Brandon Crawford, but a side effect of the treatment turned him into the Outsider, with pale white skin, telekinetic powers, scientific genius, and a fierce hatred of Batman. He was eventually cured, but has had relapses from time to time, during which he has also fought Man-Bat, Superman and the Outsiders super-team. In that last go-round, he was used as a pawn by Hawkman's old foe Mr. I.Q.
The Packrat
He is "guinea pig" #2 from Joker's experiment. He throws away the valuable things and steals useless items. For example, he might get a TV, then he'd throw the TV away and keep the box.
Penguin
Oswald Cobblepot was born with his nose shaped like a penguin. He is twisted and will do anything to get his hands on expensive jewellery. Has become more respected since opening The Iceberg Lounge, a posh club. The Penguin is the only man in Gotham City who has any real power after Cataclysm. He has an unknown pipeline to the rest of the world that allows him to sell goods through his nightclub. In addition to fighting Batman he has also done battle with Green Arrow, Black Canary and the Justice League, and was once a member of the Suicide Squad.
Pinhead
Waxman's henchman. Beaten to death by Killer Croc, leaving his boss helpless to the Joker.
Poison Ivy
Pamela Isley was involved in an accident which turned her body into a walking chemical plant. Her kiss is deadly and she is one of the greatest experts in Botany. Her name in the 80's was Penelope Ivy !!! In addition to her many battles with Batman, she has also done battle with the Thorn and Wonder Woman. When she fought the Thorn, she was allied with the 100. She has been a member of both the Injustice Gang and the Secret Society of Super-Villains, during which times she has locked horns with the Justice League.
Predator (Cross-over)
There was no ambiguity in the relationship between Batman and a Predator alien (from the movies of the same name) in another crossover match-up. Bats won, of course.
Professor Milo
"Mad doctor" type who managed to take over Arkham at one point. Claims to be completely sane. In BATMAN #255, he turned someone into a werewolf (BTAS episode 'Moon of the Wolf' is based on this issue). In other exploits he has used his vast knowledge of chemistry to commit crimes, such as on one occasion when he made Batman afraid of bats and anything connected with them.
Milo has not made any appearances in current continuity. However, he is metioned on the back of the pop-up asylum given away with the 1st issue of Shadow of the Bat (special Edition). He also provides a quote in the back of the 'Arkham Asylum' graphic novel. As these are both considered current continuity, I think we can assume that he's still kicking about and not swallowed up b the Crisis. It may be that he made cameo appearances in both of these comics, but as he's fairly non-descript (no fancy costume).

Ragman
Rory Regan controls the Jewish successor to the Golem, known as the Ragman, which is composed entirely of rags tainted with the evil of those the rags kill. While the Ragman persona itself has the potential to be a killer, beyond the control of Regan, it is not truly evil. So long as the rags remain under the control of Regan, the Ragman is not a villian.
Ra's Al Ghul
Literally "The Demon's Head", Ra's Al Ghul is hundreds of years old.Ra's Al Ghul can be brought back to life when he enters the Lazarus Pit. He is one of Batman's most deadly foes and like Batman his detective skills are amazing.
Ratcatcher
Otis Flannegan, in love with rodents. Thinks of rats as being upper class to humans.
Razor Eddie
With a pair of wrist-mounted blades, Razor Eddie was one of the Penguin's most popular pit-fighters during No Man's Land.
The Reaper
Real name : Judson Caspian. Judson Caspian turned his attention to crime fighting after a similar traumatic incident as made the Batman. Caspian's wife Mary Rachael was murdered during a robbery at their own home. Judson himself was injured in the fray. It was this act that created the Reaper. Without Batman's moral code, the Reaper was free to dispense deadly justice to all crinimals he encountered. This drove Batman to hunt down with the aid of Joe Chill and the weapon used to kill his own parents.
Rhino
The massively muscular Rhino was allied with Two-Face during No Man's Land. He was the key figure in Two-Face's practice of "Trial by Combat" . . . those who survived the Rhino's brutal physical onslaught were deemed innocent and those who did not were deemed guilty Riddler
Edward Nashton turned to crime to prove to himself that he was better than other people by outsmarting them. Works occasionally with Query and Echo, two females psychotics. Edward Nigma is a criminal who leaves difficult riddles at the scene of each crime for Batman to solve. He had his name legally changed to Nigma at the start of his evil career. Has also fought the Question.
Samantha
Appeared in the recent Arkham one-shot, she's a witch - or at least believes she is.
Scarecrow
John Crane was a professor in Gotham University until he was kicked out for performing so-called "fear" experiments. He now leads a life of scaring people to death. Scarecrow has fought the Justice League as a member of the Injustice Gang, and has locked horns with Hawkman, Anima and Capt. Atom, among others.
The Schemer
From Batman #204 from 1968. "Operation: Blindfold" Owlish criminal.
Signalman
Phil Cobb, plans his crimes based on various signs, symbols and signals, which he mastered years ago. Has been a member of the Secret Society of Super-Villains, at which time he took on the Justice League and Justice Society. He once also went by the name of the Blue Bowman, an archer using trick arrows to rob. See also The Blue Bowman.
Spawn (Cross-over)
Although Batman teamed with Spawn in at least one crossover book, he did so with the utmost reluctance. And considering the Dark Knight's parting gesture to the Hellspawn (a batarang in the forehead) , I'd say all bets were off.
The Speedboys
Consists of Gold, Purple, Red, Green, White, and their pet giant, Cassidy. They steal cars. Robin has taken them out a few times.
Spellbinder
The original's real name was Delbert Billings. He used advanced hypnosis to create illusions that distracted people while he robbed, and later also fought Superman. When Neron approached him with an offer to beef up his powers, he declined, and so his girlfriend killed him and took the offer for herself...becoming the new Spellbinder. She also sold her soul to Neron for the awesome mind-warping hallucinations she can now create.
Spook
Real name, Val Kaliban, a former architect. He helped design the prison Gotham City used prior to Blackgate, and included a maze of hidden escape tunnels. As the Spook, he charges criminals a hefty fee for helping them to escape.
Steeljacket
Steeljacket was given the ability to fly much the same way Kirk Langstrom was transformed into Man-Bat. There are differences, in that Steeljacket's condition is permanent. Also, Steeljacket's template was a bird, not a bat. Because of this, his bones are hollow and easily breakable, so he must wear a suit of armor. swears revenge on Robin.
Sterling T. Silversmith
An eccentric and ruthless millionaire silver collector, who will stop at nothing to add to his collection.
Solomon Grundy
An old Green Lantern foe, "lives" in Gotham's Slaughter Swamp and has tangled with Batman often. He recently was a part of "The Long Halloween" story and appeared in Shadow of the Bat.
The Suicide King
A for-hire vigilante that dresses up and emulates the Suicide King in a card deck.
He works for Gabriel Rosetti, but is secretly working for Athena and pulling the mob's strings.
Tallyman
Psychotic who fought Jean Paul Valley thinking he was the real Batman, and later fought Dick Grayson-as-Batman thinking he was Jean Paul-as-Batman. Tallyman is a hired killer. Recently killed Black Mask. Tallyman's mother killed herself and his sister. Tallyman kills anyone for money. He wears a top hat and a little purple Nightwing type mask and he wears a huge purple jacket.
Ten-Eyed Man
Phillip Reardon. Blinded by an accident while in the Army, Phil Reardon was operated on by a surgeon with wild ideas. The doctor put optic nerves into Reardon's fingers, allowing him to literally see with his hands. After fighting Batman, he also did battle with Man-Bat, and finally died during the Crisis on Infinite Earths.
Terrible Trio
Fox, Vulture and Shark, Three masked hoods wearing fox, vulture and shark masks. Fox- Warren Lawford. Vulture- Armand Lydecker. Shark- Gunther Hardwicke.
The Bronze Tiger

The one who hangs around with Cluemaster, his real is Lester Buchinsky.
The General
Full name, Ulysses Hadrian Armstrong. He is still a child but equally dangerous. He is a keen student of warfare and military tactics, and longs for his own victories on the battlefield. Usually fights Robin.

Usually is a Justice League villain.
The Monk
Real Name Louis DuBois. A vampire - appeared in a very early and very cool Batman story. Came back for a rematch in the 1980's.
The Obeah Man
A voodoo priest character who appeared in some issues. Responsible for the death of Tim Drake's mother, and the crippling of his father. Probably dead. His body was apparently burned shortly after the Drakes were poisoned.
The Siren
Real name is Lorelei Circe.
The Undertaker
Torque
Dudley Soames, a former police detective, had his head twisted completely around, so he now faces backwards. Enemy of Nightwing and Huntress.
The Tracker
Tracker, real name Nicholas Kazantkakis, was really Celia's son and first appeared in a mini-story called the hunt in Detective Comics.
He was a bizarre vigilante that stopped a mob run diamond heist. However, his intentions were mysterious.

Trigger Twins
Tom and Tad Trigger are twins who love old western stuff and movies. They are possibly the lamest bad guys around. The Trigger Twins came to Gotham to make a name for themselves. They were involved in an attempted heist of the Gotham subway's 'money train' before Jean-Paul Valley sent them to jail.
Tweedledee & Tweedledum
Deever and Dumfree Tweed are two cousins who name themselves after the Alice In Wonderland characters.
Paul Sloane (Two-Face II)
Two-Face 2 made his appearance in the 80s. He was a famous actor, who had everything he ever wanted. A wife, a job, and one helluva good lookin' wife. His name was Paul Sloane and he was starring in the "Harvey Dent Story" on television until they finally made their way to the infamous Boss Maroni incident. The "acid" was supposed to be substituted for water but it was real acid! History ironically repeated itself.
Ventriloquist
Arnold Wesker is a weak retiring man but when his dummy Scarface is on his arm, he is a savage crime boss who will kill anyone who is in the way. Has numerous personalities beyond Scarface. During Knightfall used a criminal sock puppet called 'Socko', who indirectly led to Ventriloquist being shot.
Vox
Appeared in the Arkham one-shot - is obsessed/turned - on by violence.
Waxman
Challenged the Joker's power in Arkham, and paid with his life. Helpless without Pinhead.
Weather Wizard
A former Flash Rogue who was brought back to life after Underworld Unleashed thanks to the cleverness of the Trickster. Unlike some of his fellow Rogues, Weather Wizard was last seen turning his weather wand to good use, created ideal conditions to grow much needed food supplies.
The Witch
The Wrath
The Wrath's parents were killed accidentally by a cop years ago and who therefore swore vengeance on the law. Billed as Batman's opposite number, he apparently died after his first clash with Batman.
The Wrecker
Real name Dwight Forrow. Leader of a smash-and-grab gang of thugs.
Zebraman
His body was permeated with a strange type of energy that repels everything, and leaves his body black and white striped. Was later a member of Strikeforce Kobra.
The Zero
Willis Gibling, a nothing hoodlum who decided to strike it rich by planning crimes based on the number zero.
Zodiac Master
This crook's costume had all the signs of the Zodiac on it, which he could remove and turn into deadly weapons.
